Here is a quick summary of what needs to be done to add localization using .resx (Resource file):

1. Adding a resource file (.resx) to your Silverlight project
2. Add a Resources namespace and a static resource
3. Replace the hardcoded text with Static Resources
4. Update the .csproj file of your Silverlight project
5. add InitParameters to the Silverlight control
6. Update App.xaml.cs
